石(shi)油和化(hua)(hua)學(xue)工業(ye)(ye)是我國重要的基礎產(chan)業(ye)(ye)、支柱產(chan)業(ye)(ye),化(hua)(hua)學(xue)品(pin)產(chan)值約占全(quan)(quan)球的40%。同時,危(wei)險化(hua)(hua)學(xue)品(pin)領域重特(te)大(da)事(shi)故(gu)多(duo)發,安(an)全(quan)(quan)生產(chan)仍處(chu)于(yu)爬坡過坎、攻堅克難(nan)的關鍵時期。作為流程工業(ye)(ye),在危(wei)險化(hua)(hua)學(xue)品(pin)領域推動(dong)工業(ye)(ye)互(hu)聯網(wang)、大(da)數據、人工智(zhi)能(AI)等新一代信息技術與安(an)全(quan)(quan)管理(li)深(shen)度融合,是推進危(wei)險化(hua)(hua)學(xue)品(pin)安(an)全(quan)(quan)治理(li)體系和治理(li)能力現代化(hua)(hua)的重要戰略選(xuan)擇,對于(yu)推進危(wei)險化(hua)(hua)學(xue)品(pin)安(an)全(quan)(quan)管理(li)數字(zi)化(hua)(hua)、網(wang)絡化(hua)(hua)、智(zhi)能化(hua)(hua),高效(xiao)(xiao)推動(dong)質量變(bian)革(ge)(ge)(ge)、效(xiao)(xiao)率變(bian)革(ge)(ge)(ge)、動(dong)力變(bian)革(ge)(ge)(ge),具有十(shi)分積(ji)極的意(yi)義。為落實《“工業(ye)(ye)互(hu)聯網(wang)+安(an)全(quan)(quan)生產(chan)”行(xing)動(dong)計劃(2021-2023年)》,特(te)制定本(ben)方案。
一、總體要求(qiu)
(一)指導思(si)想
以習(xi)近平新時代中國特色(se)社(she)會主義思想為指(zhi)(zhi)導(dao),全面貫徹落實習(xi)近平總書記關(guan)于推進(jin)應(ying)急管理體系(xi)(xi)和能(neng)力現代化(hua)(hua)(hua)(hua)(hua)(hua)、建設網絡強國、數(shu)(shu)字(zi)中國和加快工業(ye)互(hu)聯網發(fa)展等(deng)重要指(zhi)(zhi)示(shi)批示(shi)精神,立足新發(fa)展階段(duan)、貫徹新發(fa)展理念、構建新發(fa)展格局(ju),把危險(xian)(xian)(xian)化(hua)(hua)(hua)(hua)(hua)(hua)學品安(an)(an)(an)(an)全擺在(zai)防(fang)范(fan)化(hua)(hua)(hua)(hua)(hua)(hua)解(jie)重大風險(xian)(xian)(xian)的突出位置,牢(lao)固樹立安(an)(an)(an)(an)全發(fa)展理念,堅持(chi)人民至上、生(sheng)(sheng)(sheng)命至上,推進(jin)新一代信息技(ji)術(shu)和危險(xian)(xian)(xian)化(hua)(hua)(hua)(hua)(hua)(hua)學品安(an)(an)(an)(an)全生(sheng)(sheng)(sheng)產(chan)深度融合,實現數(shu)(shu)字(zi)化(hua)(hua)(hua)(hua)(hua)(hua)轉型(xing)、智能(neng)化(hua)(hua)(hua)(hua)(hua)(hua)升(sheng)級,強化(hua)(hua)(hua)(hua)(hua)(hua)安(an)(an)(an)(an)全生(sheng)(sheng)(sheng)產(chan)基礎和技(ji)術(shu)創(chuang)新能(neng)力,構建“工業(ye)互(hu)聯網+危化(hua)(hua)(hua)(hua)(hua)(hua)安(an)(an)(an)(an)全生(sheng)(sheng)(sheng)產(chan)”技(ji)術(shu)體系(xi)(xi)和應(ying)用生(sheng)(sheng)(sheng)態(tai)系(xi)(xi)統(tong),提升(sheng)安(an)(an)(an)(an)全生(sheng)(sheng)(sheng)產(chan)風險(xian)(xian)(xian)感知(zhi)評(ping)估、監測預警和響應(ying)處置能(neng)力,排查(cha)化(hua)(hua)(hua)(hua)(hua)(hua)解(jie)潛(qian)在(zai)風險(xian)(xian)(xian),牢(lao)牢(lao)守(shou)住不(bu)發(fa)生(sheng)(sheng)(sheng)系(xi)(xi)統(tong)性風險(xian)(xian)(xian)的底(di)線,為促進(jin)企業(ye)和監管部(bu)門(men)安(an)(an)(an)(an)全管理數(shu)(shu)字(zi)化(hua)(hua)(hua)(hua)(hua)(hua)轉型(xing)賦能(neng)。
“工業互(hu)聯網+危(wei)化安全生(sheng)產”整(zheng)體(ti)架構設計上(shang),按照感知層、企(qi)業層、園(yuan)區(qu)層、政(zheng)府層“多層布局、三級(ji)聯動(dong)”的思路,推動(dong)企(qi)業、園(yuan)區(qu)、行業、政(zheng)府各主體(ti)多級(ji)協同、縱(zong)向貫通,覆蓋(gai)危(wei)險化學品生(sheng)產、儲存(cun)、使用、經營、運(yun)輸(shu)等各環節,實現全要素、全價值橫(heng)向一體(ti)化。
(二)指導原(yuan)則
——堅持立足實(shi)戰(zhan)。緊扣危險化學品安(an)全(quan)生產的(de)難(nan)點(dian)、痛點(dian)、堵點(dian),深入分析企(qi)業、化工園區、行業監管與國(guo)家治理的(de)現(xian)實(shi)需求,扎(zha)實(shi)做好“工業互聯網(wang)+危化安(an)全(quan)生產”實(shi)踐應用。
——堅(jian)持示(shi)范引領。選擇試(shi)點企業、試(shi)點園區、試(shi)點省(sheng)份先行(xing)建設,形成可復制可推廣(guang)和(he)成熟(shu)有(you)(you)效的解(jie)決方(fang)案,有(you)(you)效帶動“工業互聯網(wang)+危化安全生(sheng)產”試(shi)點建設。
——堅持降本(ben)(ben)增效(xiao)。通過工(gong)業互(hu)聯網賦能,創(chuang)新(xin)化(hua)工(gong)行業企業安(an)全管理新(xin)模(mo)式、新(xin)路徑,有效(xiao)促進企業資源集約(yue)化(hua)利用、高效(xiao)化(hua)配置(zhi),消除風險隱患,降低企業運(yun)營(ying)成本(ben)(ben)和社會安(an)全成本(ben)(ben)。
——堅(jian)持系統(tong)觀念。按(an)照“政府引(yin)導、企業(ye)主體”原則,充分(fen)調動各方面(mian)積極性,多方參與保障信息和系統(tong)安全,不(bu)走錯路、少(shao)走彎路,構(gou)建開(kai)放(fang)型(xing)生態(tai)系統(tong)。
(三)建設目標
堅持系(xi)統謀(mou)劃、試點先(xian)行,打造一批應用場景、工(gong)(gong)業(ye)APP和工(gong)(gong)業(ye)機理模型,力爭通過三年時間的努力,構建“工(gong)(gong)業(ye)互聯網+危(wei)化安全生(sheng)產”的初(chu)步框(kuang)架。
1.企業(ye)(ye)。以(yi)信息化(hua)(hua)(hua)促(cu)進企業(ye)(ye)數(shu)字化(hua)(hua)(hua)、智(zhi)能(neng)(neng)化(hua)(hua)(hua)轉型升(sheng)級,推(tui)動(dong)(dong)操作控制智(zhi)能(neng)(neng)化(hua)(hua)(hua)、風險(xian)預警精(jing)準化(hua)(hua)(hua)、危險(xian)作業(ye)(ye)無(wu)人化(hua)(hua)(hua)、運維輔助遠程化(hua)(hua)(hua),提升(sheng)安全生產管理的可(ke)(ke)預測、可(ke)(ke)管控水平(ping)。強化(hua)(hua)(hua)企業(ye)(ye)快速感知(zhi)、實(shi)時監測、超前(qian)預警、動(dong)(dong)態(tai)優化(hua)(hua)(hua)、智(zhi)能(neng)(neng)決策、聯(lian)動(dong)(dong)處(chu)置、系統評估、全局協同能(neng)(neng)力,實(shi)現提質增效、消患固本,打造(zao)企業(ye)(ye)工業(ye)(ye)互聯(lian)網新(xin)基礎設施,建(jian)設企業(ye)(ye)標識節(jie)點并與行業(ye)(ye)二級節(jie)點對接,為企業(ye)(ye)新(xin)發展(zhan)注入新(xin)動(dong)(dong)能(neng)(neng)。
2.園(yuan)(yuan)區(qu)。通過(guo)打造工業(ye)互聯(lian)網網絡、平臺、安(an)全三(san)大體系,建(jian)設全要素(su)網絡化(hua)連(lian)接、敏捷化(hua)響應(ying)和(he)(he)自動化(hua)調(diao)配能力,實(shi)現不同企業(ye)、不同部門(men)與不同層(ceng)級之間的協(xie)同聯(lian)動,全面開展(zhan)安(an)全生(sheng)產風(feng)險研判、應(ying)急(ji)演練(lian)和(he)(he)隱患排查(cha),推(tui)動安(an)全生(sheng)產“三(san)個轉變”,推(tui)動科技創新(xin)、產業(ye)生(sheng)態、配套(tao)服務在園(yuan)(yuan)區(qu)內外(wai)的滲透及(ji)融合發(fa)展(zhan),提升(sheng)政(zheng)府對園(yuan)(yuan)區(qu)的高效協(xie)作、精準扶持、有效監管,實(shi)現新(xin)園(yuan)(yuan)區(qu)建(jian)設和(he)(he)已有園(yuan)(yuan)區(qu)安(an)全、可持續發(fa)展(zhan)。
3.行業(ye)(ye)。堅持工(gong)業(ye)(ye)互(hu)(hu)聯網(wang)與安(an)(an)(an)全(quan)生(sheng)產同(tong)(tong)規劃、同(tong)(tong)部署(shu)、同(tong)(tong)發展,依托國家工(gong)業(ye)(ye)互(hu)(hu)聯網(wang)大數(shu)據(ju)中心(xin),建(jian)設(she)“工(gong)業(ye)(ye)互(hu)(hu)聯網(wang)+危(wei)化(hua)(hua)(hua)安(an)(an)(an)全(quan)生(sheng)產”分中心(xin)。依托國家骨干網(wang)絡,完善(shan)危(wei)險(xian)(xian)化(hua)(hua)(hua)學(xue)(xue)(xue)品(pin)領域工(gong)業(ye)(ye)互(hu)(hu)聯網(wang)標識解析二級節點布局,與國家頂(ding)級節點對接(jie),建(jian)設(she)危(wei)險(xian)(xian)化(hua)(hua)(hua)學(xue)(xue)(xue)品(pin)工(gong)業(ye)(ye)互(hu)(hu)聯網(wang)數(shu)據(ju)支撐平(ping)臺、安(an)(an)(an)全(quan)監管(guan)平(ping)臺。推動危(wei)險(xian)(xian)化(hua)(hua)(hua)學(xue)(xue)(xue)品(pin)安(an)(an)(an)全(quan)管(guan)理(li)經(jing)驗(yan)知(zhi)識的軟(ruan)(ruan)件化(hua)(hua)(hua)沉(chen)淀(dian)和(he)(he)(he)智能化(hua)(hua)(hua)應用,公開(kai)遴選和(he)(he)(he)推薦數(shu)字孿生(sheng)、全(quan)要(yao)素網(wang)絡化(hua)(hua)(hua)連接(jie)和(he)(he)(he)智能化(hua)(hua)(hua)管(guan)控解決方案(an)(an),培(pei)育壯大解決方案(an)(an)提(ti)(ti)供商和(he)(he)(he)服務團隊,扎實推進(jin)工(gong)業(ye)(ye)互(hu)(hu)聯網(wang)與危(wei)險(xian)(xian)化(hua)(hua)(hua)學(xue)(xue)(xue)品(pin)安(an)(an)(an)全(quan)生(sheng)產的深入融合應用。以(yi)信息化(hua)(hua)(hua)推進(jin)危(wei)險(xian)(xian)化(hua)(hua)(hua)學(xue)(xue)(xue)品(pin)安(an)(an)(an)全(quan)治理(li)體(ti)系和(he)(he)(he)治理(li)能力現(xian)代化(hua)(hua)(hua),提(ti)(ti)高監測預警能力,實現(xian)精(jing)準(zhun)治理(li),精(jing)準(zhun)預警,精(jing)準(zhun)搶險(xian)(xian)救援,精(jing)準(zhun)恢復重(zhong)建(jian),精(jing)準(zhun)監管(guan)執法。
4.政府。布(bu)局涵(han)蓋生產(chan)(chan)、儲(chu)存、使用、經營、運輸等(deng)(deng)環節的(de)危(wei)險化(hua)(hua)學品全產(chan)(chan)業(ye)鏈協同(tong),向(xiang)上(shang)延(yan)伸至衛星、5G等(deng)(deng)工(gong)業(ye)互聯網(wang)領域,獲取地質、水文、氣象、精確定位等(deng)(deng)信息(xi),服務(wu)于規劃準入和安(an)全監管(guan),向(xiang)下延(yan)伸至能源等(deng)(deng)其他工(gong)業(ye)互聯網(wang)領域,將產(chan)(chan)業(ye)鏈與供(gong)應鏈深度融合,促(cu)進價值鏈提(ti)升(sheng),系統構建“工(gong)業(ye)互聯網(wang)+危(wei)化(hua)(hua)安(an)全生產(chan)(chan)”的(de)初步框架,優化(hua)(hua)產(chan)(chan)業(ye)結構和布(bu)局,延(yan)伸產(chan)(chan)業(ye)鏈,提(ti)升(sheng)全過程、全要素的(de)安(an)全生產(chan)(chan)水平,推進行業(ye)轉型升(sheng)級和高(gao)質量發展。

(1)企(qi)業安(an)全(quan)信息數據庫建(jian)設與數字(zi)交付。推動(dong)企(qi)業建(jian)立完(wan)善企(qi)業安(an)全(quan)信息數據庫,納入化學品安(an)全(quan)技(ji)術(shu)說(shuo)明書(shu)(MSDS)、工(gong)藝技(ji)術(shu)、設備設施、設計變更、施工(gong)安(an)裝、檢維修、檢測檢驗(yan)、評(ping)估評(ping)價、特殊(shu)作(zuo)業、人員(yuan)資質培訓、承包(bao)商管理、值班值守、巡查巡檢、隱患排查治(zhi)理、制(zhi)度標準(zhun)等信息并及時動(dong)態更新(xin),整合推動(dong)企(qi)業資源(yuan)計劃(ERP)、制(zhi)造(zao)執行(xing)系統(tong)(MES)、供應鏈(lian)管理(SCM)等相關(guan)系統(tong)“上(shang)(shang)云上(shang)(shang)平臺”,為實現數字(zi)交付和數字(zi)孿生(sheng)奠定基礎。

2.培訓效(xiao)果(guo)評(ping)估模型(xing)。基于培訓完成后的(de)事(shi)故數據、未遂(sui)事(shi)件數據、設備維修數據、執法處罰數據、作(zuo)業不安全行為數據、工藝波動報(bao)警(jing)數據等信息,建(jian)立培訓效(xiao)果(guo)評(ping)估模型(xing),檢(jian)驗企業安全培訓質量,并據此提出針對性的(de)培訓效(xiao)果(guo)提升(sheng)措施。

4.設(she)備健康評(ping)估模(mo)型(xing)(xing)(xing)。基于設(she)備的振動(dong)、腐蝕(shi)、溫度(du)(du)、變形、偏轉、抖動(dong)等多種信息(xi),結合專家經驗和典型(xing)(xing)(xing)設(she)備故障事故案例,利用(yong)多源信息(xi)融(rong)合與機器(qi)學(xue)習技術,充(chong)分利用(yong)在線(xian)、多維度(du)(du)和細微(wei)尺度(du)(du)的特征信息(xi)描述裝備的健康程(cheng)度(du)(du),構建設(she)備健康狀態(tai)評(ping)估模(mo)型(xing)(xing)(xing),并根據實際(ji)應(ying)用(yong)效果,不斷通過參數調優、增加變量(liang)、算(suan)法升級等方式優化迭代模(mo)型(xing)(xing)(xing)。
5.設(she)備預(yu)測(ce)(ce)性(xing)檢維修(xiu)模型。基于AI、機器學習、聚類(lei)分析等(deng)先(xian)進算法(fa)技術,對海量(liang)典(dian)型設(she)備故(gu)障案例和(he)數(shu)(shu)據(ju)開展數(shu)(shu)據(ju)挖掘分析,獲取設(she)備健康狀(zhuang)態劣化(hua)啟動時的(de)(de)振動、聲(sheng)、光、電、熱、磁等(deng)多種特征以及劣化(hua)加速失效(xiao)的(de)(de)時間點(dian)(dian)和(he)關(guan)鍵指標發展趨(qu)勢,從而建立(li)設(she)備預(yu)測(ce)(ce)性(xing)檢維修(xiu)量(liang)化(hua)模型,自動生成(cheng)設(she)備預(yu)測(ce)(ce)性(xing)檢維修(xiu)的(de)(de)時間點(dian)(dian)和(he)推薦檢維修(xiu)方(fang)法(fa),避免(mian)設(she)備受損、意(yi)外停機和(he)發生生產安全(quan)事故(gu)。

9.安(an)全(quan)(quan)生(sheng)(sheng)產(chan)預警(jing)指(zhi)數(shu)模型。基(ji)于人、物(wu)、環境、管理、事故等(deng)反映企業和(he)園區(qu)生(sheng)(sheng)產(chan)及事故特(te)征的影(ying)響指(zhi)標,建立安(an)全(quan)(quan)生(sheng)(sheng)產(chan)預警(jing)指(zhi)數(shu)模型,通過(guo)數(shu)據統計(ji)、計(ji)算、分析(xi),定(ding)量化表示生(sheng)(sheng)產(chan)安(an)全(quan)(quan)狀態(tai),得到企業或園區(qu)某一(yi)時(shi)間生(sheng)(sheng)產(chan)安(an)全(quan)(quan)狀態(tai)的數(shu)值,對安(an)全(quan)(quan)生(sheng)(sheng)產(chan)狀況(kuang)作(zuo)出科學、綜合、定(ding)量的判斷。
10.人員異常智能分析模型(xing)。建立人員不安全行為(wei)(wei)樣本(ben)庫,利(li)用人體(ti)目標(biao)監測、底(di)層特征(zheng)提取(qu)、人體(ti)行為(wei)(wei)建模、人體(ti)行為(wei)(wei)識別等算法(fa),實現對(dui)人體(ti)目標(biao)的(de)追蹤和(he)人員不安全行為(wei)(wei)的(de)識別,并(bing)對(dui)不安全行為(wei)(wei)進行分級預(yu)警。
11.作業環境、異常(chang)(chang)狀(zhuang)態識別分(fen)(fen)析(xi)模型(xing)(xing)。利用遠距離紅(hong)(hong)外探(tan)測技術(shu)、紅(hong)(hong)外熱成像分(fen)(fen)析(xi)、可見(jian)光(guang)分(fen)(fen)析(xi)、激光(guang)光(guang)譜分(fen)(fen)析(xi)等方法,結合(he)危險化學(xue)品(pin)領域常(chang)(chang)見(jian)的氣(qi)體光(guang)譜數據,對(dui)火(huo)災、煙霧(wu)、泄漏等異常(chang)(chang)情況進行(xing)(xing)識別。同時結合(he)氣(qi)體擴散模型(xing)(xing)、火(huo)災傳播(bo)模型(xing)(xing)等,對(dui)異常(chang)(chang)情況的嚴(yan)重(zhong)程(cheng)度進行(xing)(xing)分(fen)(fen)析(xi)判斷,并進行(xing)(xing)分(fen)(fen)級預警。
三、重點工作(zuo)
(一)“一平臺(tai)、一中心(xin)”建設
在《“工(gong)業(ye)互(hu)聯網(wang)(wang)+安(an)全(quan)(quan)生(sheng)產(chan)(chan)”行動(dong)計劃(2021-2023年)》部署(shu)的“一個中心,兩個平(ping)(ping)臺(tai)(tai)”建(jian)設(she)(she)框架(jia)下,整合現(xian)有的危(wei)(wei)(wei)險化學(xue)品(pin)(pin)安(an)全(quan)(quan)生(sheng)產(chan)(chan)風險監測預警系統、中國安(an)全(quan)(quan)生(sheng)產(chan)(chan)大(da)數據平(ping)(ping)臺(tai)(tai)等(deng)系統平(ping)(ping)臺(tai)(tai)數據,加快建(jian)設(she)(she)危(wei)(wei)(wei)險化學(xue)品(pin)(pin)安(an)全(quan)(quan)生(sheng)產(chan)(chan)監管(guan)平(ping)(ping)臺(tai)(tai),建(jian)成一系列覆蓋“人、機、物、環(huan)、管(guan)”的危(wei)(wei)(wei)險化學(xue)品(pin)(pin)安(an)全(quan)(quan)生(sheng)產(chan)(chan)數據庫(見表(biao)1),形(xing)成“工(gong)業(ye)互(hu)聯網(wang)(wang)+危(wei)(wei)(wei)化安(an)全(quan)(quan)生(sheng)產(chan)(chan)”行業(ye)分中心。同時,積極推動(dong)地方各級平(ping)(ping)臺(tai)(tai)和中心建(jian)設(she)(she)應用(yong)工(gong)作(zuo),逐步建(jian)成“工(gong)業(ye)互(hu)聯網(wang)(wang)+安(an)全(quan)(quan)生(sheng)產(chan)(chan)”建(jian)設(she)(she)應用(yong)體系。

整(zheng)體分三個(ge)階段,包括試點(dian)期(qi)(qi)(qi)、推(tui)(tui)廣(guang)期(qi)(qi)(qi)和(he)完善期(qi)(qi)(qi)。試點(dian)期(qi)(qi)(qi),以企(qi)(qi)業(ye)和(he)園區示范(fan)工(gong)程建(jian)(jian)設為重點(dian),初步(bu)(bu)構建(jian)(jian)“工(gong)業(ye)互聯網(wang)+危(wei)(wei)化(hua)(hua)安(an)全(quan)(quan)生(sheng)(sheng)(sheng)(sheng)產(chan)(chan)”體系(xi),推(tui)(tui)進(jin)(jin)企(qi)(qi)業(ye)數字(zi)(zi)化(hua)(hua)轉型(xing)。遴選一(yi)批可復制、易(yi)推(tui)(tui)廣(guang)的(de)(de)園區和(he)企(qi)(qi)業(ye)標桿(gan)示范(fan)。推(tui)(tui)廣(guang)期(qi)(qi)(qi),發揮試點(dian)示范(fan)的(de)(de)標桿(gan)引(yin)領作用,在(zai)化(hua)(hua)工(gong)行(xing)業(ye)全(quan)(quan)面(mian)推(tui)(tui)廣(guang)應用,進(jin)(jin)一(yi)步(bu)(bu)推(tui)(tui)動(dong)化(hua)(hua)工(gong)行(xing)業(ye)“自動(dong)化(hua)(hua)、數字(zi)(zi)化(hua)(hua)”升級改造,切實(shi)提(ti)升化(hua)(hua)工(gong)行(xing)業(ye)安(an)全(quan)(quan)生(sheng)(sheng)(sheng)(sheng)產(chan)(chan)數字(zi)(zi)化(hua)(hua)、網(wang)絡化(hua)(hua)、智能(neng)(neng)化(hua)(hua)水(shui)平(ping)。在(zai)此基(ji)礎上(shang)(shang),逐步(bu)(bu)擴(kuo)大(da)工(gong)業(ye)互聯網(wang)應用,貫通(tong)(tong)其他涉及危(wei)(wei)險(xian)(xian)化(hua)(hua)學(xue)品(pin)的(de)(de)行(xing)業(ye),對危(wei)(wei)險(xian)(xian)化(hua)(hua)學(xue)品(pin)開展全(quan)(quan)生(sheng)(sheng)(sheng)(sheng)命周(zhou)期(qi)(qi)(qi)追蹤治(zhi)理,逐步(bu)(bu)實(shi)現企(qi)(qi)業(ye)、化(hua)(hua)工(gong)園區、監管部門信息共享、上(shang)(shang)下(xia)貫通(tong)(tong)。完善期(qi)(qi)(qi),全(quan)(quan)面(mian)建(jian)(jian)成“工(gong)業(ye)互聯網(wang)+危(wei)(wei)化(hua)(hua)安(an)全(quan)(quan)生(sheng)(sheng)(sheng)(sheng)產(chan)(chan)”運營(ying)體系(xi),全(quan)(quan)面(mian)打通(tong)(tong)危(wei)(wei)險(xian)(xian)化(hua)(hua)學(xue)品(pin)生(sheng)(sheng)(sheng)(sheng)產(chan)(chan)、儲存(cun)、使(shi)用、經營(ying)、運輸(shu)等環節,并(bing)進(jin)(jin)一(yi)步(bu)(bu)促進(jin)(jin)產(chan)(chan)業(ye)鏈延伸,聯合相關部委,實(shi)現危(wei)(wei)險(xian)(xian)化(hua)(hua)學(xue)品(pin)全(quan)(quan)要素(su)、全(quan)(quan)流程在(zai)線匯(hui)聚管理,激(ji)發產(chan)(chan)業(ye)新動(dong)能(neng)(neng)。
(二)試(shi)點原則
一是(shi)(shi)企(qi)業(ye)(ye)申(shen)報與政府遴(lin)選(xuan)(xuan)相(xiang)結(jie)合(he)(he)(he)(he)(he)。鼓勵(li)符合(he)(he)(he)(he)(he)建(jian)設規(gui)(gui)劃要求的(de)(de)企(qi)業(ye)(ye)自愿申(shen)報“工業(ye)(ye)互(hu)聯(lian)網+危化安(an)全(quan)生產”試(shi)(shi)(shi)(shi)(shi)(shi)(shi)點(dian)(dian)(dian)(dian),各省份根(gen)據(ju)(ju)實際情(qing)況遴(lin)選(xuan)(xuan)有一定(ding)基(ji)礎(chu)(chu),有一定(ding)代表(biao)(biao)性,能夠覆蓋某(mou)一細(xi)分(fen)領域,可(ke)以(yi)形成可(ke)推(tui)(tui)廣成果的(de)(de)企(qi)業(ye)(ye)參加(jia)項目試(shi)(shi)(shi)(shi)(shi)(shi)(shi)點(dian)(dian)(dian)(dian)。應(ying)急管(guan)理(li)部(bu)和地方(fang)各級應(ying)急管(guan)理(li)部(bu)門將積(ji)極(ji)整合(he)(he)(he)(he)(he)資源,建(jian)立(li)協(xie)調機制(zhi),全(quan)力(li)支持入(ru)選(xuan)(xuan)企(qi)業(ye)(ye)試(shi)(shi)(shi)(shi)(shi)(shi)(shi)點(dian)(dian)(dian)(dian)項目深入(ru)實施。二(er)是(shi)(shi)分(fen)類(lei)與分(fen)期(qi)相(xiang)結(jie)合(he)(he)(he)(he)(he)。試(shi)(shi)(shi)(shi)(shi)(shi)(shi)點(dian)(dian)(dian)(dian)過(guo)程中將根(gen)據(ju)(ju)企(qi)業(ye)(ye)規(gui)(gui)模、企(qi)業(ye)(ye)現有基(ji)礎(chu)(chu)等情(qing)況,分(fen)類(lei)別設定(ding)重點(dian)(dian)(dian)(dian)建(jian)設內(nei)容(如表(biao)(biao)2),通(tong)過(guo)三(san)(san)年試(shi)(shi)(shi)(shi)(shi)(shi)(shi)點(dian)(dian)(dian)(dian)建(jian)設,構建(jian)“工業(ye)(ye)互(hu)聯(lian)網+危化安(an)全(quan)生產”的(de)(de)初步框架,并在“十四五”期(qi)間(jian)全(quan)面推(tui)(tui)廣。三(san)(san)是(shi)(shi)單(dan)項試(shi)(shi)(shi)(shi)(shi)(shi)(shi)點(dian)(dian)(dian)(dian)與綜(zong)(zong)合(he)(he)(he)(he)(he)試(shi)(shi)(shi)(shi)(shi)(shi)(shi)點(dian)(dian)(dian)(dian)相(xiang)結(jie)合(he)(he)(he)(he)(he)。試(shi)(shi)(shi)(shi)(shi)(shi)(shi)點(dian)(dian)(dian)(dian)過(guo)程中將采取(qu)單(dan)項試(shi)(shi)(shi)(shi)(shi)(shi)(shi)點(dian)(dian)(dian)(dian)和綜(zong)(zong)合(he)(he)(he)(he)(he)試(shi)(shi)(shi)(shi)(shi)(shi)(shi)點(dian)(dian)(dian)(dian)相(xiang)結(jie)合(he)(he)(he)(he)(he)的(de)(de)方(fang)式(shi)。單(dan)項試(shi)(shi)(shi)(shi)(shi)(shi)(shi)點(dian)(dian)(dian)(dian)旨在對某(mou)一單(dan)項技術、場景或應(ying)用(yong)進行充分(fen)驗(yan)證,綜(zong)(zong)合(he)(he)(he)(he)(he)試(shi)(shi)(shi)(shi)(shi)(shi)(shi)點(dian)(dian)(dian)(dian)旨在對多(duo)項技術、場景的(de)(de)融合(he)(he)(he)(he)(he)應(ying)用(yong)進行全(quan)方(fang)位評估,沉(chen)淀一批有實效(xiao)、可(ke)復制(zhi)、可(ke)移植的(de)(de)先(xian)進經(jing)驗(yan)和成果并形成相(xiang)應(ying)的(de)(de)技術規(gui)(gui)范(fan)。試(shi)(shi)(shi)(shi)(shi)(shi)(shi)點(dian)(dian)(dian)(dian)企(qi)業(ye)(ye)可(ke)以(yi)根(gen)據(ju)(ju)自身條件(jian)和發展需要,靈活選(xuan)(xuan)擇試(shi)(shi)(shi)(shi)(shi)(shi)(shi)點(dian)(dian)(dian)(dian)方(fang)式(shi)和試(shi)(shi)(shi)(shi)(shi)(shi)(shi)點(dian)(dian)(dian)(dian)內(nei)容。
五(wu)、保(bao)障措施(shi)
(一)加強組織領導
各地區(qu)要高(gao)度重視(shi),把“工(gong)業(ye)互聯(lian)網+危(wei)化安全生產(chan)”作(zuo)為推動(dong)危(wei)險化學品安全管理數字化轉型(xing)的關鍵抓手,建立工(gong)作(zuo)推進(jin)機制,加大宣貫力度,精心(xin)組織(zhi)安排,穩步推進(jin)建設方案(an)落(luo)地。
(二)加強支持引導
各地區要結合(he)本地區工(gong)業互聯網發展基礎及危(wei)險化學品安全(quan)生產(chan)特點,加強(qiang)頂層設計,突出重點目標任務,制定(ding)扶持(chi)政策(ce),加大(da)資金支持(chi)力度,積(ji)極開展“工(gong)業互聯網+危(wei)化安全(quan)生產(chan)”建(jian)設應用工(gong)作。
(三)加強(qiang)示(shi)范引領
各(ge)地(di)區(qu)要(yao)按照(zhao)本(ben)方(fang)案確定的重點內容(rong)、重點工作、實(shi)施規劃、試(shi)點原則等要(yao)求(qiu),認真選擇試(shi)點單(dan)位,優(you)化試(shi)點方(fang)案,強化生態(tai)支撐(cheng),開展試(shi)點評估,盡(jin)快形(xing)成試(shi)點成果。及時總結(jie)各(ge)地(di)區(qu)建設應(ying)用(yong)的好經驗好做法,加強技術交流,形(xing)成示范帶動效(xiao)應(ying)。
(四)加強開放合作
堅持開放、創(chuang)新、包(bao)容、互(hu)信(xin),打造涵蓋科研院所、行業協(xie)會、專用設備制造商(shang)、專業軟件服務(wu)商(shang)、數據服務(wu)商(shang)、系(xi)(xi)統(tong)集(ji)成商(shang)、通(tong)信(xin)技術(shu)企業、互(hu)聯網企業、應用開發(fa)者、企業用戶等(deng)的開放式“工業互(hu)聯網+危化安(an)全生產”生態系(xi)(xi)統(tong),推動各(ge)生態系(xi)(xi)統(tong)成員充分發(fa)揮(hui)各(ge)自(zi)優勢(shi),創(chuang)造最(zui)大(da)價(jia)值。
